Medicare Leads

Medicare leads for licensed, appointed agents and agencies that help beneficiaries compare Medicare Advantage, Medicare Supplement and drug coverage. Leads and inbound calls are built around CMS rules for third-party marketing organizations, with consent that names your agency.

Who it's for

Who this program is for

For licensed agents and agencies appointed with the plans they sell.

  • Independent Medicare agents
  • Field marketing organizations and their agents
  • Agencies running a Medicare call floor
  • Carrier-affiliated call centers
  • Agents who also write final expense or dental, vision and hearing
Products

What you can buy

  • Phone-verified Medicare leads

Beneficiaries who asked a licensed agent to contact them. The consent on each lead names your agency, and the lead goes to no one else.

  • Inbound Medicare calls

Callers reach your licensed agents on recorded lines through tracking numbers in our ads. Billing follows a call definition written into your agreement.

  • Aging-in leads

People approaching Medicare eligibility who want help with their first enrollment decision.

  • Seasonal programs

Volume planned around the Annual Enrollment Period, the Medicare Advantage Open Enrollment Period and special enrollment periods, so your staffing matches the calendar.

Pay-per-call

Pay-per-call Medicare leads

Many beneficiaries would rather talk through their options with a licensed agent than read about them, so inbound calls carry this program.

A beneficiary calls a tracking number from our ads and routes to a licensed agent in their state during the hours you staff. Calls are recorded, and a call is billable once it meets the definition we set together up front.

AEP and OEP bring the busiest call weeks of the year. We plan caps and staffing windows with you before the season starts, and run special enrollment and aging-in campaigns the rest of the year.

  • Tracking numbers per program, with every call recorded
  • Routing by state and county to agents licensed there
  • Billable-call terms signed off before the first call
  • Hourly and daily caps, raised with you for AEP
  • Recordings available to your compliance team

How billable calls are defined and tracked

  1. The personCalls a tracking number from our ad or page
  2. The routingGoes to your team by ZIP and business hours
  3. Your teamPicks up a caller who asked for what you sell

What we ask before a lead reaches you

We ask only what an agent needs to start the right conversation.

Before a lead reaches youChecked
  • Enrolled in Medicare Parts A and B, or aging in
  • Current coverage: Original Medicare, a Supplement, Medicare Advantage or employer coverage
  • ZIP code and county, since plan availability varies by county
  • Whether they also have Medicaid
  • What they want help with: Advantage, Supplement or drug coverage
  • Preferred time for a call
  • Consent to be contacted by your agency, by name
Consent and compliance

Consent and compliance

Beneficiaries confirm their phone with a one-time text code (OTP) before the form submits, and a TrustedForm certificate records the session. The consent language names your agency, so the beneficiary knows who will call, and we never pass a Medicare lead to anyone the consent doesn't name.

We run this program to CMS rules for third-party marketing organizations. Calls are recorded, our ads and pages make no plan or benefit claims, and nothing we run implies a government affiliation. Your agents must be licensed in the beneficiary's state and appointed with the plans they offer. Your team gives the TPMO disclaimer, handles Scope of Appointment and keeps the records CMS requires of you.

The math

Run your own numbers

Judge the program on cost per enrollment that stays on the books. Chargebacks belong in the math.

  1. 1Line

Contact rate = beneficiaries reached ÷ leads or calls delivered

  2. 2Line

Enrollment rate = enrollments ÷ beneficiaries reached

  3. 3Line

Cost per enrollment = cost per lead ÷ (contact rate × enrollment rate)

  4. 4Line

Net cost per enrollment = cost per enrollment ÷ the share still enrolled after your carriers' chargeback window

FAQ

Questions buyers ask

Is each Medicare lead sold to one agency?

Yes. Medicare leads are sold to you alone, under consent that names your agency. We don't resell or share them with another buyer.

Do you handle Scope of Appointment or the TPMO disclaimer on my calls?

Those belong to your agency. Your agents give the disclaimer, collect Scope of Appointment where required and present plans. We deliver the inquiry, the consent record and the call recording.

Can I scale up for AEP?

Yes. We plan AEP and OEP caps with you ahead of the season so call volume matches the agents you'll have licensed, certified and ready to sell.

Can calls go to agents in different states?

Yes. Calls route by the caller's state and county to the agents you list as licensed and appointed there.

How are pricing and coverage set?

Both are set per program after you apply, based on your markets and volume.

What happens if a lead doesn't qualify?

Return rules are written into your agreement before the first lead.
